The First Two Minutes of a Separation Decide Everything
A pilgrim out of contact for two minutes is nearby. The same pilgrim at the evening headcount is a search across a city of two million. The variable is when you found out.

Two situations that look the same and are not
Consider the same fact (a pilgrim is not with the group) discovered at two different times. At two minutes, they are within a hundred metres, probably still moving in roughly the right direction, and almost certainly recoverable by one person walking. At the evening headcount, six hours later, they could be anywhere in a metropolitan area currently hosting two million people, and finding them is now an operation the group leader cannot run while also being responsible for the other thirty-nine.
Separation is a latency problem
Almost everything written about lost pilgrims treats it as a search problem and focuses on search tools. That is the wrong frame. By the time you are searching, most of the cost has already been incurred. The variable that actually determines the outcome is detection latency: the gap between the separation happening and anybody knowing about it. Reduce that from hours to minutes and the search largely stops being necessary.
Why groups find out late
Headcounts happen at transitions: before a coach leaves, after a rite, at the camp in the evening. Between transitions, nobody is counting, because counting forty people repeatedly while walking is not practical. So the natural detection interval is set by the schedule, not by the risk. A separation at the start of Tawaf is discovered when the group reconvenes, which might be two hours later.
The Mina case is the sharpest version
Mina is over a hundred thousand tents laid out in a grid of near-identical white structures, occupied by pilgrims dressed near-identically, at night, after an exhausting day. Pilgrims who have walked out of their own camp for ten minutes routinely cannot find their way back to it. There is no landmark to navigate by and no sign the pilgrim can necessarily read. It is not a failure of attention; the environment is genuinely disorienting by design constraint rather than by neglect.
What a perimeter actually does
A perimeter around the camp converts an unscheduled event into an instant one. Nobody has to be counting. The moment somebody crosses the boundary, a named alert fires to the leader responsible for that sub-group. Most such alerts are not emergencies (someone has gone to find water, or to another camp to see a relative), and that is fine. A low-cost false alarm that gets acknowledged in three seconds is a much better trade than a six-hour search once a month.
Reunite mode, and the hardest thing to communicate
Once a separation is confirmed, the person walking toward the pilgrim needs a bearing and a distance that update as they move, not a static pin to interpret against unfamiliar streets. But the harder problem is the other end: telling a frightened, disoriented person to stay where they are. You usually cannot phone them, and if you could you might not share a language. A distinct vibration pattern on the wrist, explained once at fitting, does that job with no words at all. It is the single feature group leaders ask about most once they understand what it is for.
What this asks of an operator
Very little, which is the point. Perimeters are set once per stage before the season, escalation routing follows the sub-group structure the operator already has, and the leader's interface during the rite is a list and an acknowledge button. Anything that requires a leader to configure software while standing in Mina at midnight is a design that has not understood the job.
