That two-tier arrangement is exactly the shape the Authority tier was designed for. State boards run their own groups with their own leaders, while NAHCON needs visibility across all of them without taking over day-to-day operation. One authority view above many operator views, with each state seeing only its own pilgrims, is a structural requirement here rather than a nice-to-have.
Nigeria also sends a substantial contingent from the north, where pilgrims are more likely to have travelled to Saudi Arabia before and where Hausa is the working language of the group. Language routing in the console matters more in this contingent than in single-language ones, because a group leader and a welfare board officer may not share a first language either.
