How Hajj works from the United Kingdom.

A UK operator sells a premium package to a customer with consumer-law protections, professional expectations, and in many cases a family that will ask detailed questions about duty of care before booking. Instrumented group management is straightforwardly a selling point in that conversation, and the audit trail is straightforwardly a liability control. This is the one market where the procurement case can be made on paperwork alone.

British groups are also demographically mixed in a way the large national contingents are not: multi-generational family parties travelling together, spanning grandparents and grandchildren in a single booking. That makes sub-group and family-unit assignment more useful here than almost anywhere: a family wants to see its own people, not the whole coach.

Does this work for Umrah as well as Hajj?
Yes. Umrah groups are smaller and the crowd is less extreme, but separation and heat are the same problems, and UK operators run Umrah year-round. Pricing is per pilgrim per pilgrimage either way.
Will this help with our duty-of-care obligations?
It gives you a timestamped record of every alert, acknowledgement and resolution, which is what those obligations ultimately turn on. We are not lawyers and this is not legal advice, but "we could not have known" is a much weaker position than "here is exactly what we knew and when".
Our groups are only thirty people. Is that too small?
No. The Group tier has no minimum. Smaller groups actually get proportionally more from family-unit sub-grouping.
